He knew there were little kids nearby, he knew that he was throwing rat poison around, so he knew there was a risk that some little kid might eat some.
But he did it anyway. He acted RECKLESSLY.
This is someone whom society almost certainly wants to punish, now. He’s probably facing “manslaughter” charges, or something similar.
