Joe continues as a talking head.<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">JOE:<\/p>\n<p style=\"text-align: left\">But the great <strong>curse<\/strong> of institutions is that they are <strong>permanent.<\/strong><\/p>\n<p style=\"text-align: left\">Inertia sets in, and they fail to adapt to new realities. Institutions can even hold society <strong>back,<\/strong> as they grow increasingly irrelevant\u2026 out of touch\u2026 unaccountable\u2026<\/p>\n<p style=\"text-align: left\">\u2026and even unjust!<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">-=-<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">Panel 3: The city congeals under its coating of concrete. In the foreground, The State grabs her throat as she chokes on concrete that has crawled up her torso to cover one arm and the side of her head. Her coated arm is held out to stop it, but her little finger has broken off and falls into the next panel.<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">JOE (offscreen):<\/p>\n<p style=\"text-align: left\">Some even call this phenomenon \u201cinstitutional inertia.\u201d<\/p>\n<p style=\"text-align: left\">But I prefer to think of it as <strong>INSTITUTIONAL ARTHRITIS<\/strong>.<\/p>\n<p style=\"text-align: left\">Left untreated, it tends to harden, constrict, and <strong>choke<\/strong> its own society to death!<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">-=-<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">Panel 4: The concrete-covered city erupts with magma like a volcano, ejecting angry people with pitchforks and torches and spears and swords and protest signs.<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">JOE (offscreen):<\/p>\n<p style=\"text-align: left\">Or else societal pressure gets so intense that it <strong>bursts<\/strong> forth in bloody revolt!<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">ANGRY PERSON:<\/p>\n<p style=\"text-align: left\">Burn it all down!<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">-=-<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">Panel 5: A group of ancient bureaucrats sit in a dark, lamplit room, writing in scrolls. The center bureaucrat has a pointed white beard, and looks at the reader with irritation. The bureaucrat to the right is fat, has a bushy beard, and smiles as he gestures dismissively.<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">JOE (offscreen):<\/p>\n<p style=\"text-align: left\">To prevent such catastrophe, astute leaders often sought to <strong>reform<\/strong> their institutions.<\/p>\n<p style=\"text-align: left\">That meant facing <strong>opposition<\/strong> from within the institutions themselves.<\/p>\n<p style=\"text-align: left\">A \u201cdeep state\u201d of priests, elites, and bureaucratic officials could always be counted on to actively <strong>resist<\/strong> implementing any reforms.<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">IRRITATED BUREAUCRAT:<\/p>\n<p style=\"text-align: left\">Trust us: We\u2019ve been doing things the <strong>right<\/strong> way for a long time.<\/p>\n<p style=\"text-align: left\">Changing it would be <strong>wrong.<\/strong><\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">JOE (offscreen):<\/p>\n<p style=\"text-align: left\">The only way to get them to <strong>support<\/strong> innovations was to satisfy them that the <strong>gods themselves<\/strong> wanted these reforms.<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">FAT BUREAUCRAT:<\/p>\n<p style=\"text-align: left\">You don\u2019t have the gods\u2019 <strong>express<\/strong> approval?<\/p>\n<p style=\"text-align: left\">Oh dear.<\/p>\n<p style=\"text-align: left\">Your \u201creform\u201d is doomed to <strong>fail.<\/strong><\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">-=-<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">Title: Part H: Pious Frauds (cont\u2019d)<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">Panel 6: A middle-eastern man gazes into a Magic 8-Ball. The ball\u2019s answer, just barely readable, is \u201cDon\u2019t bet on it.\u201d<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">NARRATION:<\/p>\n<p style=\"text-align: left\">In the ancient and classical world, there were <strong>two<\/strong> tried-and-true methods for demonstrating divine approval.<\/p>\n<p style=\"text-align: left\">The <strong>First<\/strong> was to consult an oracle, or do some divination, and <strong>hope<\/strong> that the gods said \u201cyes.\u201d<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">-=-<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">Panel 7: An upset bearded man holds his head in shocked dismay upon seeing a written document that someone is pointing to.<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">NARRATION:<\/p>\n<p style=\"text-align: left\">But if you wanted <strong>certainty?<\/strong><\/p>\n<p style=\"text-align: left\">Then you\u2019d <strong>commission<\/strong> an \u201cancient\u201d sacred text: a tablet or scroll revealing that the gods didn\u2019t just approve, they\u2019d <strong>wanted<\/strong> it your way all along!<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">MAN:<\/p>\n<p style=\"text-align: left\"><strong>Goatdroppings!<\/strong><\/p>\n<p style=\"text-align: left\">We\u2019ve been doing it wrong this whole time!<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">-=-<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">Panel 8: A view of the Earth, with the Middle East at the center of the view.<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">NARRATION:<\/p>\n<p style=\"text-align: left\">\u201cAncient\u201d was key\u2014in the pre-modern world, <strong>antiquity<\/strong> carried enormous authority.<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">ANCIENT VOICE 1:<\/p>\n<p style=\"text-align: left\">Besides, what works best, lasts longest!<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">ANCIENT VOICE 2:<\/p>\n<p style=\"text-align: left\">Who can deny the <strong>wisdom<\/strong> of our ancestors?<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">ANCIENT VOICE 3:<\/p>\n<p style=\"text-align: left\">And the older the source, the fewer errors in transmission!<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">ANCIENT VOICE 4:<\/p>\n<p style=\"text-align: left\">It\u2019s only you \u201cmodern\u201d people who think \u201cnewer\u201d means \u201cbetter.\u201d<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">-=-<\/p>\n<p style=\"text-align: left\">\u00a0<\/p>\n<p style=\"text-align: left\">Panel 9: The interior of an ancient throne room. To one side, an enormous metal bowl rests on the backs of many metal oxen.
